When any alarm system generates one false alarm, or when a fire alarm system generates one false alarm within a consecutive three-hundred-sixty-five-day period, the Police Department shall send a warning notice to both the alarm subscriber and alarm business or the proprietor alarm owner that one subsequent false alarm within said period will subject the notified parties to the sanctions as provided herein.
