Sec. 12-101. Qualifications of electors.
a. Every resident of the City may become a qualified elector and may register to vote at all City elections if the resident:
1. Is a citizen of the United States;
2. Will be eighteen years or more of age prior to the regular general election next following the resident’s registration;
3. Will have been a resident of the City of Phoenix for at least twenty-nine days immediately preceding the election;
4. Is able to write the resident’s name or make the resident’s mark, unless physical disability prevents the resident from doing so;
5. Has not been convicted of treason or a felony, unless restored to civil rights;
6. Has not been adjudicated an incapacitated person as defined in Arizona Revised Statutes, Section 14-5101.
b. A qualified elector is eligible to vote in a City of Phoenix election held after the date of registration if on the date of the election the qualified elector is eighteen years of age and has been a resident of the City of Phoenix for at least twenty-nine days immediately preceding the election.
