a. Each signer of a nomination petition may sign only one petition for the same office.

b. A signature shall not be counted on a nomination petition unless the signature is upon a sheet bearing the form prescribed by Section 12-1100

c. Each signer of a nomination petition for Mayor shall be, at the time of signing, a registered voter residing in the City of Phoenix.

d. Each signer of a nomination petition for City Council Member shall be, at the time of signing, a registered voter residing in the Council District the candidate is seeking to represent.

e. If a qualified elector signs more nomination petitions than permitted by this Section, the earlier signature of the qualified elector, as determined by the date of the signatures as shown on the petitions, is valid. If the signatures by the qualified elector are dated on the same day, all signatures by that qualified elector on that day are invalid. Any signature by a qualified elector on a nomination petition on or after the date of that qualified elector’s last valid signature is invalid and shall not be counted.

f. The signer’s name, as it appears on the petition, shall be the name used to determine the validity of the name for any legal purpose pursuant to the Election Laws of this City or State. Signature and handwriting comparisons may be made to determine the validity of the signature.

g. A person who signs a nomination petition must use that person’s actual residence address unless there is no actual residence address assigned by an official governmental entity or the person’s actual residence is protected pursuant to Arizona Revised Statutes Section 16-153. The signature of a person who signs a nomination petition and who uses only a description of the place of residence or an Arizona post office box address is valid if the person is otherwise properly registered to vote, has not moved since registering to vote and is eligible to sign the nomination petition.

h. The circulator, before whom the signatures were written on the signature sheet, shall:

1. Certify that the circulator is qualified to register to vote in the State of Arizona.

2. Certify, if the circulator is not a resident of Arizona, that prior to circulating the petition the circulator registered as an out of state circulator with the Secretary of State.

3. Certify that each of the names on the petition was signed in the circulator’s presence on the date indicated.

4. Certify that in the circulator’s belief each signer was a qualified elector who resides at the address given as the signer’s residence on the date indicated.

5. Sign the petition and type or print the circulator’s name next to or below the circulator’s signature.

6. Type or print the circulator’s actual residence address or, if no street address, a description of the circulator’s residence location. (Ord. No. G-5390, § 1, 2009; Ord. No. G-5560, § 1, 2010; Ord. No. G-5737, 2012)
