a. Before printing and circulating an initiative petition, the person, persons, or organization intending to propose an ordinance or Charter amendment by initiative petition shall file with the City Clerk an application, on a form provided by the City Clerk, stating an intention to circulate and file a petition. An application filed by a person or persons must include the name(s) and address(es) of the person(s) intending to circulate and file the petition. An application filed by an organization must include the organization’s name and address, and the names and titles of at least two of its officers. The text of the proposed ordinance or Charter amendment must be filed with the application. Upon receiving an application, the City Clerk shall issue an official number to be printed on the signature sheets of the petition.

b. Only persons who are eligible to register to vote in Arizona may circulate an initiative petition.

c. Circulators who are not residents of Arizona must be registered as circulators with the Secretary of State before circulating initiative petitions. (Ord. No. G-5390, § 1, 2009; Ord. No. G-5560, § 1, 2010; Ord. No. G-5737, 2012)
