a. The City Clerk shall determine the validity of all referendum petitions, the validity of all signatures on the petitions, and the qualifications of those who sign the petitions.

b. Within 35 days, excluding Saturdays, Sundays and legal holidays, from the filing of a referendum petition, the City Clerk shall examine the petition in accordance with law to determine whether it contains the requisite number of signatures of qualified electors. At the conclusion of the examination, the City Clerk shall file a certificate in the official records of the City showing the result of the examination.

c. If the City Clerk’s certificate shows the petition to be insufficient, the City Clerk shall notify a person listed on the application of its insufficiency.
