Not less than 75 days before any City election, and not less than forty days before any runoff election the Council shall designate the voting centers where the election shall be held. If the Council fails to designate any voting centers where the election shall be held, the City Clerk shall designate such voting centers not less than 60 days before any City election and not less than 35 days before any runoff election. The City Clerk shall print the location of the voting centers in the Sample Ballot Pamphlet or Publicity Pamphlet. If the election cannot be held at a designated voting center, the City Clerk may issue an order designating a new voting center. Copies of the order shall immediately be posted in three public places at or near the voting center where the election can no longer be held. If the City Clerk does not designate a new voting center, the City Clerk shall post a notice of all designated voting centers at or near the voting center where the election can no longer be held.
