a. Prior to an election, the City Clerk shall provide instruction to the Judges and Inspectors regarding their duties for the election. Each person who receives such instruction and is fully qualified to properly conduct the election shall receive a certificate of qualification. Only a person who has obtained a certificate of qualification, after receiving proper training, may serve as a Judge or Inspector.

b. Inspectors, Judges and Clerks serving on an Election Board at a voting center shall be compensated for attending a required instructional meeting. (Ord. No. G-5390, § 1, 2009; Ord. No. G-5560, § 1, 2010)
