a. Before receiving the first ballot after the opening of the polls each day, the Election Board shall, in the presence of all persons then assembled at the voting center, open and exhibit the interior of the ballot box and then close and lock it. The ballot box shall not be opened again until the closing of the polls each day. The ballot box shall not be removed from the voting center, or from the presence of bystanders, until the closing of the polls, except where an emergency renders the voting center unusable and:

1. Law enforcement or other emergency personnel order that the voting center be evacuated; or

2. The City Clerk allows voting to continue while awaiting an evacuation order from law enforcement or other emergency personnel.

b. If a locked ballot box must be moved from a voting center due to an emergency, at least two members of the Election Board from that voting center shall accompany the locked ballot box to a new voting center designated by the City Clerk, subject to the procedures contained in the Official Election Procedures Manual that the Arizona Secretary of State is required by law to prescribe.
