a. Upon closing the polls each day the voting centers are open, the Election Board shall commence ballot processing by removing all ballots from the ballot box. The Election Board shall place any early ballots in the early ballot container without opening the envelopes. The Election Board shall count the ballots, with the exception of early ballots, to determine whether the number of ballots corresponds with the number of names on the Voting Center Signature Roster. If two or more ballots are found folded together and appear to be a single ballot, the ballots must be laid aside until the count of the ballots is completed. If it appears by comparison of the ballot count with the number of names on the Voting Center Signature Roster that the ballots folded together were both marked by one voter, both ballots shall be rejected. However, if one of the ballots is marked, and the other ballot is blank, the blank ballot shall be rejected and the marked ballot shall be counted.

b. If the number of ballots in the box still does not match the number of names on the Voting Center Signature Roster, the Election Board shall attempt to reconcile the difference. If the Board cannot reconcile the difference, and the number of ballots in the box still exceeds the number of names on the Voting Center Signature Roster, all ballots, except the rejected, provisional, and early ballots, shall be replaced in the box. One of the Judges, without looking into the box, shall publicly draw from the box singly a number of ballots equal to such excess. The Election Board shall reject such excess ballots. The Election Board shall write on such rejected ballots "rejected-excess ballot." A majority of the Election Board shall sign each rejected ballot and record on the Voting Center Signature Roster the number of ballots so rejected.

c. When the number of ballots agrees with the number of names on the Voting Center Signature Roster, or if for any reason the number of ballots is less than the number of names on the Voting Center Signature Roster, the Election Board shall sign the roster and shall write above their signatures, in words and figures, the number of ballots and the number of names on the roster.
