a. Prior to any City election, the City Clerk may notify registered Phoenix voters by mail of the availability of early voting. The City Clerk may include an early ballot request form with such notice.

b. A person whose name does not appear on the Permanent Early Voting List, who desires to obtain an official early ballot, must sign a written request for an official early ballot and send it to the City Clerk. The signed request must be received by the City Clerk no earlier than one hundred twenty days before the date of the election and no later than 5:00 p.m. on the eleventh day preceding the date of the election. If the City Clerk determines that the person is eligible to vote, the City Clerk shall mail the person an official early ballot, postage prepaid, or shall have the ballot hand delivered to the person. If a runoff election occurs, the City Clerk shall also provide an official early ballot to each eligible person who requested an official early ballot in the regular election.

c. The City Clerk shall keep a record of all registered Phoenix voters who have been provided an official early ballot for an election and shall provide this information to the election officials at each voting center.

d. If an early ballot request is received by the thirtieth day prior to the date of the election, the City Clerk may mail the ballot between twenty-nine and twenty-one days prior to the date of the election.

e. If an early ballot request is received after the thirtieth day prior to the date of the election, the City Clerk shall mail the early ballot within three days after receiving the request. (Ord. No. G-5390, § 1, 2009; Ord. No. G-5560, § 1, 2010)
