a. Upon receipt of an envelope containing an early ballot, the City Clerk shall verify the voter’s identity or verify the voter’s signature on the early ballot affidavit by comparing the signature with one or more of the following:

1. The signature on the voter’s affidavit of voter registration;

2. The signature from the signature roster of a previous election at which voters were required to show identification; or

3. The voter’s signature on other election-related or public documents if the signature has been verified by comparison to the signature on the voter’s affidavit of voter registration or to the signature from the signature roster of a previous election at which voters were required to show identification.

b. After the City Clerk has verified the voter’s identity or verified the voter’s signature on the early ballot affidavit, the City Clerk shall maintain the envelope containing the early ballot in its unopened state and shall safely keep the ballot until it is delivered to the Early Ballot Board.

c. If the early ballot affidavit is not signed, or if the City Clerk is unable to verify the voter’s identity or signature, the City Clerk shall maintain the envelope containing the early ballot in its unopened state and shall safely keep the ballot until it is delivered to the Early Ballot Board for processing.
