a. A qualified elector who desires to challenge an early ballot shall provide the City Clerk a brief written statement of the grounds for the challenge.

b. An early ballot may be challenged on any of the following grounds:

1. The person who voted the early ballot is not properly registered to vote.

2. The person who voted the early ballot has not resided within the City of Phoenix for at least twenty-nine days immediately preceding the election.

3. The person who voted the early ballot has not resided in the Council district or precinct in which the ballot was voted for at least twenty-nine days immediately preceding the election.

4. The person who voted the early ballot has voted before at that election.

5. The person who voted the early ballot has been convicted of a felony and has not had the person’s civil rights restored.

6. The person who voted the early ballot has made a bet on the result of the election.

7. The person who voted the early ballot is otherwise not qualified to vote. (Ord. No. G-5390, § 1, 2009)
