A. There shall be within the City government an administrative branch headed by the City Manager, who shall be appointed by the Council as set forth in the Charter.

B. The administrative branch is composed of departments to carry out administrative duties as delegated by the City Manager or his designee. The departments are Aviation, Budget and Research, Community and Economic Development, City Auditor, City Clerk, City Manager, Development Services, Equal Opportunity, Finance, Fire, Human Resources, Human Services, Housing, Information Technology Services, Law, Library, Neighborhood Services, Parks and Recreation, Phoenix Convention Center, Planning, Police, Public Transit, Public Works, Street Transportation, and Water Services.
