Special Police Officers shall not be a part of, nor affiliated or connected in any official capacity with the City of Phoenix Police Department. Special police officers shall exercise such limited police powers as may be delegated to them by the Director of the Police Department. The Special Police Officers shall not be subject to, or acquire any rights under, the civil service rules or the Police Pension Fund Act of the State of Arizona or of this City.
