The Director of the Police Department shall designate the type of badge and specify the type and color of uniform, at his discretion, for the special police officers. The Special Police Officers shall conform to those specifications and regulations as designated by the Director of the Police Department and shall purchase badges, equipment and uniforms at their own expense and at no expense to the City of Phoenix or the Police Department of the City of Phoenix.
