There is hereby created a City Planning Commission to consist of nine members, all residents of the City of Phoenix, to be appointed by the City Council. Seven members of the City Planning Commission shall serve for a term of four years, unless sooner removed by the Council. One member shall be a Chairman or Vice-Chairman of a Village Planning Committee, selected on a rotating basis from the several Village Planning Committees, and shall serve for a term of two years. One member shall be a Board member of a neighborhood association registered with the City, selected on a rotating basis from the several registered neighborhood associations, and shall serve for a term of two years. Any vacancy shall be filled by the City Council for the unexpired term. The members of the City Planning Commission shall serve without compensation. (Code 1962, § 2-82; Ord. No. G-1175, § 1; Ord.
