A. The duties and powers of this Board will be in an advisory capacity only.

B. The Board will:

1. Within one year of the initial board meeting, prepare and recommend for adopting by the Council a complete streets design guidelines manual to guide the construction, design, maintenance, and operations of streets within the City. The manual will include a mechanism to grant exceptions from strict adherence to the standards.

2. Within one year of the initial board meeting, develop performance measures to assess the City’s progress in achieving complete streets objectives.

3. Provide guidance to the Street Transportation Department in prioritizing streets projects.

4. Make recommendations to other City boards, commissions and departments for revisions to codes and processes not under the jurisdiction of this Board, when such revisions should be considered in order to advance complete streets objectives.

5. Make recommendations to the City Council on all matters that might be referred to it by the City Council concerning the provision of complete streets. (Ord. No. G-5937, 2014)
