The following definitions apply to this article. The singular of the word or phrase includes the plural, and the plural includes the singular.

City: The City of Phoenix.

City services card: The City services card/secondary municipal identification card issued by the City that displays the cardholder’s full name; date of birth; residence address; physical description, including sex, weight, height, eye, and hair color; signature; photograph; and an expiration date.

Program administrator: The City Manager or the City Manager’s designee, who may coordinate with a third party administrator to issue and administer the City services card.

Resident: A person who resides within City of Phoenix corporate boundaries for a minimum of 15 continuous days and who presents proof of residency as specified in Section 2-1702(A)(2).

Third party administrator: A person or party authorized to issue and administer the City services card program at no net cost to the City. (Ord. No. G-6198, 2016)
