A. Establishing the Board. The Phoenix Business and Workforce Development Board is hereby established. The Phoenix Business and Workforce Development Board (PBWDB), in partnership with the Mayor and City Council, shall set policy and oversee workforce investment programs for the Phoenix workforce investment area in accordance with the Workforce Innovation and Opportunity Act.

B. Board membership and terms.

1. Membership. Board members shall be appointed by the City Council and the Board shall consist of no more than 25 unpaid members, a majority of whom shall represent businesses. Other members shall represent the workforce within the local area (as defined by the Workforce Innovation and Opportunity Act), including labor organizations, joint labor management apprenticeship programs, community-based organizations, youth serving organizations, adult education and literacy programs, higher education institutions, organizations involved in economic development, employment services organizations, and vocational rehabilitation programs.

2. Term. All appointments shall be for a term of three years. All terms shall expire on June 30 of the year in which the term is completed; any vacancy occurring shall be filled by Council appointment for the balance of the prior incumbent’s unexpired term.

3. Term limits. No member of the Board who has served two full three-year terms shall be eligible for appointment to an immediately succeeding three-year term. Notwithstanding the foregoing, however, any member appointed to fill the unexpired term of a previously appointed member shall be eligible for appointment to two consecutive three-year terms upon the expiration of the unexpired term to which the member was appointed.

4. Quorum. A quorum of the Phoenix Business and Workforce Development Board shall consist of a majority of its appointed members. Official Board business may be conducted when a quorum majority is present and voting on the issue at a duly noticed and called meeting of the Board. (Ord. No. G-3371, § 1; Ord. No. G-3729, § 1; Ord.
