All powers of the City are vested in the City Council, which consists of a Mayor and eight other members, to be elected as provided by law by the qualified electors of the City. The Council shall enact local legislation, adopt budgets, determine policies and appoint the City Manager. (Code 1962, § 2-41; Ord. No. G-2920, § 1)
