A. Purpose. The Citizens Transportation Commission is established to advance transparency, public input, and government accountability for all public transit and street improvements that are funded, in whole or in part, by Proposition 104 revenue, which was approved by a majority of the voters on August 25, 2015. For purposes of this article, Proposition 104 means Transportation 2050.

B. Commission membership and term.

1. Membership. The Commission will consist of 15 unpaid appointed members. No more than two members may be residents outside the City of Phoenix corporate boundaries but must be residents within Maricopa County. The Commission members will be approved by the City Council and will be appointed as follows:

a. One member by each Council district;

b. The following members will be appointed by the Mayor as follows:

(1) One from the community of persons with disabilities;

(2) One transit user;

(3) One from the business community;

(4) One from the education community;

(5) One with a professional transportation background; and

(6) Two City of Phoenix residents at large.

The Mayor will appoint the chair for an initial one-year term. For all subsequent terms, the chair will be appointed by a majority of the appointed members.

2. Term. The term of office for those members first appointed to the Commission will be as follows: three years for the eight members appointed from the Council districts; two years for the remaining members. Thereafter, all member appointments will be for a term of three years from the expiration of the previous term. All terms will expire on June 30 of the year that the term is completed. Any vacancy filled by appointment will be for the balance of the prior incumbent’s unexpired term.

3. Term limits. No member of the Commission may serve more than two full three-year terms unless: (a) the member is initially appointed to fill the remainder of an unexpired term created by a vacancy; or (b) the member served an initial two-year term when the Commission was first established.

4. Quorum. A quorum of the Citizens Transportation Commission will consist of a majority of appointed members. (Ord. No. G-4259, § 2, 2000; Ord. No. G-6051, 2015)
