A. The voting members have the following powers and duties:

1. Review local, regional and national educational issues and recommend the implementation or promotion of those approaches that show the greatest promise to enhance the quality of education within the City.

2. Assist the City in its efforts to develop constructive working relationships with those organizations and sectors of the community that are concerned with promoting youth development and quality education.

3. Promote the exchange of information on youth development and public education.

4. Recommend policies and programs to the City Council that will improve the quality of life for youth residing within the City and advise the City Council concerning opportunities and challenges relating to youth.

5. Report to the City Council on the activities of the Commission with appropriate recommendations.

6. By January 1 of each year, the Commission will submit a report to the City Council, setting forth the Commission’s efforts, results and future plans.

B. The voting members will consist of a minimum of 11 and a maximum of 17 members, including the Youth Chair and Youth Vice Chair. At least two voting members must have experience in business, and at least two voting members must be either:

1. A superintendent of a school district that serves students residing in the City;

2. A principal of a public school that serves students residing in the City;

3. A representative of the Arizona Department of Education;

4. A teacher certified to teach in secondary schools in the State of Arizona;

5. A representative of a post-secondary educational institution; or

6. A representative of a youth-serving organization.

C. Each voting member will be appointed for a term of three years. No voting member may be appointed to a term that, when it expired, would allow that voting member to serve on the Commission for more than nine consecutive years.

D. Each City Council person may appoint one voting member to represent their district, and the Mayor may appoint up to seven Citywide voting members. In the event of the death, resignation, removal or disqualification of any voting member, the elected official who appointed that voting member may appoint a qualified replacement who will serve for the remainder of the unexpired term. Upon the expiration of the term of a voting member, the elected official who appointed that voting member may appoint a new voting member or reappoint the same voting member, subject to the term limit provided in subsection C of this section.

E. Commission members serving prior to the effective date of the ordinance codified in this article may continue to serve after the effective date of the ordinance codified in this article for one year beyond the expiration of the two-year term to which they were appointed.

F. Annually, the Mayor will appoint one of the voting members to serve as the Commission Chair. The Commission Chair will appoint one of the voting members to serve as the Commission Vice Chair. Voting members may elect any additional officers they deem appropriate to manage the functions of the Commission. Each officer will serve a one-year term that will expire on August 31. If an office becomes vacant, then a replacement will be appointed in the same manner to serve for the remainder of the unexpired term.

G. The voting members will hold public meetings at least quarterly at the time and place they designate. They will adopt their own rules of procedure and will keep a record of their proceedings, which will be open to public inspection.

H. Five voting members will constitute a quorum at any meeting of the voting members for conducting Commission business and action may be taken upon the vote of a majority of the quorum present and voting on the issue.

I. Each voting member will serve without compensation.

J. The voting members may establish committees as they deem necessary and appropriate to carry out the purposes of the Commission. (Ord. No. G-5834, 2013; Ord. No. G-6996, § 1, 2022)
