A. The youth members have the following powers and duties:

1. Advise the Commission concerning opportunities and challenges relating to youth.

2. Serve as a forum for youth to discuss their ideas, ideals, aspirations, issues and concerns.

B. Each youth member will be appointed for a term of three years. No youth member may be appointed to a term that begins before that member is at least 17 years old or after that member is 21 years old.

C. Each City Council person may appoint one youth member to represent their district, and the Mayor may appoint up to four Citywide youth members. In the event of the death, resignation, removal or disqualification of any youth member, the elected official who appointed that youth member may appoint a qualified replacement who will serve for the remainder of the unexpired term. Upon the expiration of the term of a youth member, the elected official who appointed that youth member may appoint a new youth member or reappoint the same youth member, subject to the limitation provided in subsection B of this section.

D. Annually, the Mayor will appoint one of the youth members to serve as the Youth Chair. The Youth Chair will appoint one of the voting members to serve as the Youth Vice Chair. Each officer will serve a one-year term that will expire on August 31. If an office becomes vacant, then a replacement will be appointed in the same manner to serve for the remainder of the unexpired term. Upon appointment, the Youth Chair and the Youth Vice Chair will become voting members.

E. In addition to any meetings with the full Commission, the youth members may hold at least four meetings annually at the time and place they designate. They may adopt their own rules of procedure and will keep a record of their proceedings.

F. A majority of the filled youth member appointments constitutes a quorum for meetings conducted under subsection E of this section.
