It is unlawful for any person to operate, or cause to be operated, a pedicab that is not equipped with a braking system that is capable of skidding each wheel in contact with the ground on dry, level, clean pavement by the operator from his normal position of operation. (Ord. No. G-5192, § 1, 2008)
