a. Any person who solicits, aids, offers or agrees to commit or does commit any sexual activity in any public place or in any place open to public view is guilty of a misdemeanor.

b. Sexual activity includes but is not limited to vaginal or anal intercourse, fellatio, cunnilingus, analingus, masturbation, sodomy, bestiality or the fondling or touching of one person’s clothed or unclothed genital area by another.
