There shall be a Library Department administered by a Library Director who shall be accountable to the City Manager. Said Director shall administer the operation and service functions of the library system and shall plan and recommend to the Library Advisory Board and to the City Manager such changes in the composition and operation of the library system as he deems proper for the protection and maintenance and further development of the library system.
