Except as expressly provided in this chapter, it is unlawful to construct or maintain within the City or an area of the City jurisdiction a private sewer system, including any privy, privy vault, septic tank, cesspool, onsite wastewater treatment system, or other facility intended or used for the disposal of sewage.
