The Director may take the following actions when a user has violated, or continues to violate, any provision of this chapter, an individual wastewater discharge permit, an order issued hereunder, or any other pretreatment standard or requirement:

A. Issue a written notice of violation;

B. Issue a notice of show cause ordering a user to appear before the Director and show cause why the proposed enforcement action should not be taken;

C. Enter into consent order establishing an agreement with any user responsible for noncompliance that includes specific action to be taken by the user to correct the noncompliance within a time period specified by the document;

D. Issue a compliance order directing the user responsible for the discharge to come into compliance within a specified time;

E. Issue an order to the user directing it to cease and desist all such violations and directing the user to immediately take such appropriate action needed to properly address a continuing or threatened violation including halting operations and terminating the discharge; and

F. Petition the Maricopa County Superior Court through the City Attorney for the issuance of a temporary or permanent injunction, as appropriate, which restrains or compels the specific performance of the wastewater discharge permit, order, or other requirement imposed by this chapter on the activities of the person.
