The rules and regulations of this chapter are made for the benefit of the users of the POTW, for the protection of the POTW, and to protect the quality of the effluent from the wastewater treatment plants. The enforcement of the rules and regulations of this chapter may in no case be willfully ignored by any City official, City employee, or Department representative. With the exception of applicable State and Federal requirements, such as the pretreatment regulations, the Director may order a suspension of a requirement that would cause a gross injustice to a particular user of the system.
