When the Planning and Development Department determines that a street name sign is needed in order to provide for the uniform naming of streets in the City of Phoenix, the applicant shall deposit with the Planning and Development Department, before any permit shall be issued, a street name sign installation fee of one hundred seventy dollars per street name sign assembly to cover the City of Phoenix costs of labor, equipment and materials to install the street name sign.
