It shall be unlawful for any person, whether owner, contractor or otherwise, to lay or cause to be laid any sidewalk on any public street or alley unless such sidewalk shall be laid according to the lines and official grades for such work as furnished by the Street Transportation Director and in accordance with the specifications for such work approved and adopted by the City Council, and under permit and inspection by the Planning and Development Department.
