a. Where there exist extraordinary conditions of topography, land ownership, or adjacent development, or other circumstances not provided for in these regulations, the Planning and Development Director may modify the requirements of this Article in such manner and to such extent as he may deem appropriate to the public interest.

b. In modifying the requirements of this Article, the Planning and Development Director may make such additional requirements as appear necessary to secure substantially the objectives of the requirements so modified.

c. Appeals from decisions of the Planning and Development Director in application of the provisions of this Article may be taken to the Development Advisory Board. The Development Advisory Board, when reviewing an appeal from a decision of the Development Services Director, shall follow the rules and standards set forth in this Article.
