Sec. 32-43. Prohibition against circumvention of ordinance.

A. No person, firm, or corporation shall sell or lease or offer for sale or lease any lot, piece, or parcel of land which:
1. Is within a subdivision as defined in Section 32-4 without first having recorded a plat thereof in accordance with the provisions of this chapter; or
2. Is not within a subdivision as defined in Section 32-3 without first having obtained approval by the Department as provided in Section 32-5.
B. No permit for the construction or erection of any structure or sign shall be issued for construction on any lot, piece, or parcel of land which is not part of a recorded subdivision plat, or has not been approved by the Department in accordance with the provisions of Section 32-5.
