A. The purpose of this chapter is to safeguard life, limb, property, and public welfare by establishing minimum requirements for regulating grading and drainage and procedures by which these requirements may be enforced.

B. All grading shall be performed in accordance with the provisions of this chapter, but this chapter shall not be construed to prevent the enforcement of other laws which prescribe more restrictive limitations nor shall the provisions of this chapter be presumed to waive any limitations imposed by other statutes or ordinances.
