The City Traffic Engineer shall test traffic control devices under actual conditions of traffic, and conduct research and tests on new traffic control devices not presently included in the uniform manual. Such devices are not to remain in force beyond a period of one hundred days on an experimental basis. (Code 1962, § 37-3.02)
