Except as provided in Section 4-58, the following fee schedule for use of parking meters within the City of Phoenix is hereby adopted:

On-street parking. Rates may be changed over time by the Street Transportation Director based on a parking demand study but will remain within the range of rates authorized. Rates may not be set outside the authorized range without City Council approval. The range of rates for metered spaces not within a specified zone will be from $0.50 per hour to $3.00 per hour.

The following zones and range of rates for each zone are established:

Zone 1: (Sports Venues). The range of rates will be from $0.50 per hour to $4.00 per hour on all streets within the following boundaries:

Jefferson Street, south side of the street, to Lincoln Street, both sides of the street, and 1st Avenue, east side of the street, to 7th Street, both sides of the street.

Zone 2 (Central Core). The range of rates will be from $1.50 per hour to $4.00 per hour on all streets within the following boundaries:

Jefferson Street, north side of the street, to Fillmore Street, both sides of the street, and 1st Avenue, east side of the street, to 7th Street, both sides of the street.

Zone 3: (Government Facilities). The range of rates will be from $0.50 per hour to $3.00 per hour on all streets within the following boundaries:

Lincoln Street, both sides of the street, to Fillmore Street, both sides of the street, and 1st Avenue, west side of the street, to 7th Avenue, both sides of the street.

Off-street parking. Rates may be changed over time by the Street Transportation Director based on a parking demand study but will remain within the range of rates authorized. The range of rates for off-street parking meters will be from $0.50 per hour to $4.00 per hour. Rates may not be set outside the authorized range without City Council approval. (Ord.
