Sec. 4-81. Exemptions.
Except for Sections 4-77(A)(1) through (3), the requirements of this article do not apply to a motor vehicle owned and operated by the United States, the State of Arizona, or any political subdivision thereof or to any motor vehicle operated on an airport pursuant to a separate lease, contract, or permit with the City.
