No person shall land or take off an aircraft on or from a landing area, or use a landing area, ramp and apron area, passenger ramp and apron area, cargo ramp and apron area, or an aircraft parking and storage area, except upon the payment of such fees and charges as may from time to time be prescribed by the Aviation Director, unless such person is entitled to use such areas under a lease or special contract. No person shall enter upon the ramp and apron areas except: (1) persons assigned to work in those areas; (2) persons authorized by the Aviation Director; (3) enplaning or deplaning passengers. (Ord.
