A. The City Manager may establish regulations governing the disposition of all unclaimed, lost and confiscated property not claimed or taken away by the owner or finder, excluding money and any items determined to be of use in special police operations.

B. Surplus, unclaimed, or lost property not needed by City departments may be disposed of through noncompetitive sale with any other public entities; provided, that such disposition is made pursuant to a request submitted to the City Manager. Dispositions estimated to exceed the payment ordinance threshold will be submitted to City Council for authorization.

C. Surplus, unclaimed, or lost property not needed by City departments with an estimated value below the payment ordinance threshold may be disposed of through a noncompetitive process; provided, that any such disposition is made pursuant to a request submitted to the City Manager.
