In accordance with State law and as otherwise provided in this chapter, the City Manager is authorized to participate in, sponsor, conduct or administer any cooperative purchasing agreement for the procurement of any goods or services with one or more public procurement units and establish any regulations governing the City’s cooperative procurement program.
