In order to maintain the public’s trust in City procurement practices, Procurement Officers shall observe all ethical standards set forth herein, as required by law and in regulation.

A. Procurement Officers shall not attempt to realize personal gain through participation in a City of Phoenix procurement activity, by conduct inconsistent with the proper discharge of the employee’s duty.

B. Procurement Officers shall not directly or indirectly participate in or benefit from a City contract, if the City employee or its immediate family has an actual or potential financial interest in the City contract.

C. Procurement Officers shall not solicit, demand, accept, or agree to accept from another person or firm a gratuity or an offer of employment in connection with any decision, approval, disapproval, recommendation, preparation of any part of a purchase order, influencing content of any specification or procurement standard, rendering of advice, investigation, auditing or in any advisory capacity in any proceeding or application, request for ruling, determination, claim or controversy, or other particular matter, pertaining to any program requirement of a City contract or to any solicitation or proposal thereof.

D. Procurement Officers shall not knowingly use information deemed to be confidential in connection with a City contract or solicitation, for actual or anticipated personal gain, or for the actual or anticipated personal gain of any other person or firm. (Ord. No. G-5953, 2014)
