Sec. 43-39. Multi-step revenue contract solicitation.
The city may use a multi-step competitive process for revenue contracts. When conducting the multi-step competitive process, the Procurement Officer shall issue a revenue contract solicitation in accordance with this article, except the responses will be requested, received and evaluated as follows:
A. The revenue contract solicitation shall request respondents submit a description of the goods or services offered to meet the specifications. The descriptions shall be received and evaluated based on the criteria set forth in the revenue contract solicitation.
B. The Procurement Officer may amend the specifications to refine or clarify the specifications and request that the respondents that submitted a responsive response resubmit a description of goods or services offered to meet the refined or clarified specifications. The refined or clarified description of goods or services shall be received and evaluated based on the criteria set forth in the revenue contract solicitation.
C. The Procurement Officer also may request that each of the respondents that submitted a responsive response submit or resubmit a description of the revenue for the goods or services offered.
D. If requested, the description of the revenue will be received and evaluated in accordance with the instructions set forth in the revenue contract solicitation. (Ord. No. G-5953, 2014)
