The City will not issue a permit for construction in the local public right-of-way or other authorization for a provider to construct or install wireless facilities in the local public right-of-way under Chapter 31, or any other chapter of the Code, unless the provider has first obtained the license required to occupy the local public right-of-way under this chapter.
