Every person engaging in the sale or offering for sale at retail, within the corporate limits of the City of Phoenix, any spirituous liquors shall obtain a spirituous liquor tax permit for each business location as set forth in this chapter. This tax permit shall be displayed in a conspicuous place on the business premises. (Code 1962, § 6-3; Ord. No. G-1440, § 1)
