A. The Commission shall have the following powers and duties:

1. Members are expected to attend all scheduled meetings.

2. Members of the Commission may be removed by the City Council for cause on motion adopted by the affirmative vote of two-thirds of the members of the Council. The Commission may petition the Council to have a member removed and a new appointment made by the Mayor to complete the remaining term of the member removed. Any member who misses three consecutive meetings may be considered not fulfilling the obligation assumed and be removed.

3. Abide by the provisions of the Arizona Revised Statutes pertaining to conflict of interest and conform to the City’s ethics policy. When a member determines that they have a conflict of interest on an issue, they shall announce such conflict and refrain from discussing, voting, or participating in any manner on the issue.

4. The Chairperson shall preside at all meetings, decide all points of order or procedure and perform any duties required by law, ordinance, or these rules. The Chairperson shall have the power to call both regular and special meetings. The Commission, by request of two-thirds of its membership, may request a special meeting of the committee.

5. The Commission meetings may include written reports, presentations or other necessary types of activities to provide information to its members and allow the Commission to discharge its duties. The Commission meetings are open to the public for the Commission to receive public comment.

6. The duties and powers of this Board shall be in advisory capacity only. The Mayor’s Commission on Disability Issues shall:

a. Review local, regional, and national disability programs and recommend to the administration of the City of Phoenix those exhibiting demonstrated worth for implementation by the City of Phoenix.

b. Assist the administration of the City of Phoenix in its implementation of the Americans with Disabilities Act, including any amendments.

c. Assist the administration of the City of Phoenix on accessibility issues involving building codes.

d. Assist City of Phoenix departments in the evaluation of City owned or leased facilities so that they are accessible to people with disabilities wherever possible.

e. Plan, develop, and implement recognition and public awareness programs.

f. Develop constructive working relationships with the following sectors of the community:

(1) Business and industry;

(2) Schools and educational institutions;

(3) Governmental bodies and agencies;

(4) Health care and service providers;

(5) Youth, parent, and citizen groups and organizations; and

(6) Public and private agencies involved in disability issues and employment.

g. Hold meetings as deemed necessary by the Commission to address the concerns of people with disabilities in the areas of employment, public accommodations, transportation, housing, public awareness, and sensitivity, and other such subjects as may be deemed appropriate by the Commission.

h. Provide written reports to the Mayor and Council regarding its recommendations, submit special reports at the request of the Mayor and Council, and submit an annual report of its activities to the Mayor and Council in December of each year.

i. The Commission shall not become involved in matters which are outside the City’s jurisdiction. (Ord. No. G-5720, 2012)
