A peace officer or duly authorized agent of the City of Phoenix Police Department may stop and detain a person as is reasonably necessary to investigate an actual or suspected violation of any civil traffic offense and to serve a copy of the traffic complaint for any alleged civil or criminal violation of this Code pertaining to the regulation and control of a motor vehicle, a bicycle, an electric bicycle, an electric scooter, or a pedestrian.
