A. The direction of the risk management loss control function of the City and all of its departments, divisions and functions shall be vested in the Risk Management Division of the Finance Department and under the direction of the division head of the Risk Management Division.

B. The Risk Management Division shall have responsibility for coordination and control of all efforts of the City of Phoenix to protect against liability and loss or damage to City-owned property. The division may establish, by appropriate regulation promulgated by the Director, regulations and requirements designed to protect the City from liability claims, special risk claims and damage to City property.
