All applications for an industrial gas pipeline license shall be submitted on the form entitled "Industrial Gas Pipeline Application" on file in the office of the City Clerk, which form is incorporated herein by reference. The application form shall also contain a statement by the applicant that he will, upon request by the City, provide such other information as is necessary to allow the consideration of the materiality of the application, the quality, the character, and ability of the applicant, its affiliates, parents or subsidiaries. The City Manager is authorized to make such changes or revisions in the industrial gas pipeline application form as he may find necessary in order to make the form consistent with requirements of this chapter.
