A person offering to vote may be challenged by any qualified elector of the City upon any of the following grounds:

1. The person is not the person whose name appears in the City of Phoenix Register of Voters or on the City of Phoenix Inactive Voter List.

2. The person has not resided within the City of Phoenix for at least twenty-nine days immediately preceding the election.

3. The person has not resided in the Council District or precinct in which the voter seeks to vote for at least twenty-nine days immediately preceding the election.

4. The person has voted before at that election.

5. The person has been convicted of a felony and has not had the person’s civil rights restored.

6. The person has made a bet on the result of the election.

7. The person is otherwise not qualified to vote. (Ord. No. G-5390, § 1, 2009)
