a. The City Clerk may direct that all or part of the ballots be counted manually:

1. For an election at which paper ballots are used; or

2. For any other election if for any reason it becomes infeasible to count all or part of the ballots with the vote tabulating equipment.

b. The City Clerk may establish the number of Tally Boards, consisting of qualified electors of the City, that the City Clerk deems necessary to manually count the ballots. The City Clerk may also appoint Clerks to assist the Tally Boards.

c. Each Tally Board shall count and determine the number of votes cast for each candidate for each office to be filled, and the number of votes cast for or against each ballot measure. Each Tally Board shall tally votes by precinct, as determined by the City Clerk.

d. Each Tally Board shall keep two tally lists. The tally lists shall be made up in a form prescribed by the City Clerk, which shall include the number of votes cast for each candidate for each office. Below the candidate tally information, the form shall include the number of votes cast for or against each ballot measure. The tally list shall contain the following certification signed by the Tally Board: "We hereby certify the above to be a true tally of the votes for the candidate(s) and official(s) shown herein, and of the votes for and against the ballot measure(s) cast at the election held on the ____ day of ____________, 20___, in the City of Phoenix, in City Council District ____________, ____________ Precinct."

e. When the Tally Board has tallied all votes in a group of ballots for a precinct, they shall seal the ballots, along with one of the tally lists, in an envelope marked "For Official Ballots." The ballots shall not thereafter be examined by any person, except in the event of an election contest.

f. Upon completion of the tally of all votes for a precinct, each Tally Board shall prepare an abstract of vote for the precinct. In addition, the City Clerk may cause a condensed abstract of vote to be prepared, consisting of a summary of the abstract of vote for each precinct. (Ord. No. G-5390, § 1, 2009; Ord.
